Hidden War: Russia, China, Iran Target America

Great powers, including Russia and China, are actively avoiding traditional military conflicts, a lesson learned from the devastations of World War II. Instead, their current competition is shifting towards 'gray zone' tactics, designed to undermine adversaries without crossing the threshold that would trigger armed responses. The ultimate goal of this strategy is to weaken opposing nations while carefully staying below the level of conventional warfare.

These activities encompass a wide range of tactics, including sophisticated cyber operations, extensive influence campaigns, and advanced cognitive warfare. Essentially, the gray zone serves as a preparatory phase for potential future conflicts, allowing nations to gain strategic advantages quietly.

These operations have broadened in scope, now encompassing drone incursions, tampering with undersea cables, and GPS jamming across a wider spectrum of European countries. Targeting critical infrastructure in Europe has emerged as a consistent and troubling pattern in Russia's expanded gray zone activities.

The nature of conflict has fundamentally shifted from targeting traditional industrial bases to directly assailing private enterprises. Adversaries now aim to achieve their objectives by targeting private firms, allowing them to "win" without engaging in conventional battlefield combat. This development is creating a growing disincentive for private entrepreneurs to support national security efforts, as doing so increasingly exposes them to becoming direct targets of these unconventional attacks.

Adversaries strategically aim to introduce risk, cost, and threats to the private sector, effectively forcing its talent to the sidelines and off the playing field. This is particularly impactful given that 85% of U.S. critical infrastructure is privately owned, making it a highly vulnerable target. Consequently, small companies and local communities find themselves directly in the crosshairs of these gray zone attacks, facing immediate and significant threats.

Information operations are currently targeting hundreds of millions of Americans daily, proving to be a highly effective and inexpensive tool for adversaries. These operations are described as remarkably cheap to execute and yield significant results for hostile nations. In response, public education has been identified as the primary and most crucial defense mechanism against such widespread and persistent information attacks.

Russia employs loud, disruptive tactics, including assassinations and aggressive attacks, often relying on 'implausible deniability' to create cognitive impact and sow fear. In contrast, China focuses on persistent, long-term changes to the status quo, utilizing a 'gray navy' that includes its Coast Guard and maritime militia to exert de facto control without direct military confrontation. This strategic difference highlights distinct approaches to achieving national objectives in the gray zone.

One participant suggested that Chinese President Xi Jinping might have encouraged Putin to act, seeking to observe global reactions to authoritarian territorial expansion before potentially pursuing similar objectives, such as in Taiwan. This event is metaphorically described as 'Act One' of a larger, three-act tragedy, implying a coordinated, unfolding geopolitical drama.

China's approach involves utilizing proxy gray zone networks and engaging in long-term narrative shaping to achieve its strategic objectives.

By doing so, Russia diverts U.S. resources and attention, allowing China to achieve potential strategic victories over the United States with minimal investment. China further supports both Russia and Iran, aiming to keep the U.S. entangled in unpopular and costly conflicts, thereby weakening its global influence.

Iran's penetration of U.S. critical infrastructure, such as water systems, is presented as a gray zone preparation for future conflict. These cyber activities are designed to provide Iran with the ability to "throw a switch" and activate disruptions in the event of a future confrontation. The speaker argues that Iran's past gray zone activities are already beginning to manifest as real-world impacts, underscoring the long-term strategic nature of these infiltrations.

This inaction allowed Iran to build up its proxy forces unhindered. The subsequent success of Israel in dismantling Hezbollah is cited as evidence that Iran's strategy was indeed vulnerable, suggesting that a more proactive approach from the U.S. could have prevented the current challenges.

Developing nuclear weapons is both costly and attracts significant international scrutiny. Consequently, Iran is pivoting its strategy towards economic disruption as a more viable form of leverage. By threatening global shipping via the Houthis in the Red Sea and through the Strait of Hormuz, Iran aims to create "weapons of mass disruption" that can inflict economic damage without resorting to outright destruction, thus avoiding the high costs and international backlash associated with nuclear proliferation.

Iran's strategy relies on outlasting the political will of Western nations during their election cycles. They exploit social media and bifurcated political landscapes to fuel cognitive warfare, preying on domestic intolerance for "forever wars" and economic inflation. The adversaries are betting that their capacity to endure significant suffering will outweigh the Western public's willingness to tolerate rising gas prices and persistent news of conflict.

A core strategy for winning the fight against authoritarian regimes involves directly addressing the aspirations of the people, rather than solely focusing on leaders. Xi, Putin, and the Iranian regime are identified as the primary obstacles in this regard. Fueling internal change by empowering the populations from within is highlighted as a fundamental pillar of cognitive warfare, aiming to leverage domestic discontent against oppressive regimes.

There is no inherent conflict between contributing to national security efforts and running profitable businesses. The ultimate goal is to preserve intertwined liberal democracies and free markets, which requires the active participation and innovation of the private sector.
