US-Canada Trade War Reignites With New Tariffs

Peter Zeihan announced that between the 21st and 22nd at midnight, the United States enforced 50% tariffs on a selection of Canadian goods. This action effectively ensures the continuation of the trade war between the Trump administration and Canada.

These newly imposed tariffs are not a result of NAFTA discussions, as bilateral and trilateral talks with Canada and Mexico have yet to commence. The existing deep economic integration and successful supply chains between these nations remain in an uncertain state.

The U.S. industrial capacity needs to at least double to offset products lost due to deglobalization, particularly from China, a goal that becomes more challenging without North American partners.

To maintain access to products lost during deglobalization, especially with China, the U.S. must significantly expand its industrial capacity. Proceeding without North American partners means the U.S. would need to increase its industrial plant by the equivalent volume of its partners' capacity, adding a substantial burden.

The Trump administration's continuous policy shifts, including over 8,500 tariff changes with hundreds more added in this new batch, create an unpredictable environment. This instability deters investment in North American and particularly U.S. manufacturing, as businesses lack clear and consistent rules of engagement or reliable partners.

Throughout the Trump administration, industrial construction spending has consistently dropped almost every month, with only one slight increase earlier this year. The current tariffs are expected to worsen this trend, as businesses' trust in the administration has eroded.

These investments will likely not resume until the true rules of engagement are clear, which will only happen after negotiations with Canada and clarity on the next iteration of NAFTA.

No talks regarding the future of NAFTA have yet begun. Data from the past 18 months indicates that efforts to reindustrialize the United States under the Trump administration have moved in the opposite direction. There is less clarity now than there was in January 2025 regarding these crucial economic agreements.

The current situation presents unequivocally detrimental long-term prospects for the U.S. economy. There's a significant risk that not only will the necessary replacement product supply chains not be established when deglobalization intensifies in the coming years, but the economy may also regress past its functional state from two years prior.

Agriculture faces significant challenges because Canada and Mexico are primary customers for U.S. products. The automotive sector is vulnerable due to the highly integrated North American supply chain.

An average American-crafted vehicle part crosses the U.S.-Canada-Mexico border five or six times during its manufacturing process. For vehicles produced in Michigan or the northern Midwest, parts may cross borders up to seven times, leading to potentially compounding tariffs that severely impact the industry.

For automotive companies headquartered in Detroit and producing cars in Michigan or the northern Midwest, parts crossing borders multiple times will face severe repercussions. This situation is detrimental from every perspective, creating widespread negative impacts across the industry.

The exact nature of these tariffs remains uncertain, but in the past, countries have targeted politically sensitive areas to influence decision-making.

He has demonstrated a willingness to prioritize his version of economic math over traditional constituent concerns, as seen with the beef industry.

For instance, the beef industry has been vocal in its opposition as Trump opened the market to foreign imports to lower prices. This move, aimed at securing a short-term boost before the midterms, is suppressing long-term domestic supply in the United States, causing significant damage.

Similar adverse effects are observed across nearly all economic sectors, making the effectiveness of a targeted tariff strategy highly improbable. Moreover, Canada's strategy faces additional hurdles.

If Canada targets sectors like manufacturing, aiming to impact swing states like Michigan, it's unlikely to sway Trump, who is already a lame duck and less concerned with presidential elections. Furthermore, with three-quarters of Canada's exports going to the U.S., any significant retaliatory action causing structural damage to the U.S. economy would disproportionately harm Canada.

Any substantial retaliatory measures taken by Canada that inflict real structural damage on the United States are ultimately more likely to harm Canada itself due to its economic reliance on its southern neighbor.
