2013 Kedarnath Floods: A Man-Made Catastrophe

On June 17, 2013, all contact with Kedarnath was completely broken, signaling the start of a major disaster in the Himalayan region.

Rakesh Sharma, a government official in Dehradun, became increasingly worried, prompting the dispatch of Captain Bhupinder, an experienced pilot with two decades of flying expertise, to conduct a reconnaissance flight.

During a brief 30-minute window of clear weather, Captain Bhupinder, piloting a Bell 407 helicopter, observed the extensive devastation from the air.

The massive parking area in Gaurikund was entirely wiped out, and Rambada, a vital transit point for thousands of pilgrims, had been completely erased from the map, with the Mandakini River expanding to 100 times its usual size and submerging former markets under water.

Hundreds of survivors were seen on riverbanks, desperately signaling for help, but the transformed landscape made helicopter rescues extremely difficult as much of the mountain had been washed away.

Survivors found themselves marooned on narrow strips of land, surrounded by dangerous electric wires and a vast expanse of debris, complicating any attempts at evacuation.

The Chorabadi Lake, positioned at an altitude of 3,960 meters, was naturally dammed by unstable moraine, a fragile mix of loose stone and mud.

With the Mandakini and Saraswati rivers flanking the temple, and the term 'Kedar' itself meaning 'muddy land,' the region's unstable foundation was a long-standing environmental risk.

Rainfall commenced in Uttarakhand on June 12, 2013, eventually reaching 440% above the annual average.

Despite a bulletin issued by the IMD's Dehradun Centre on June 15, which clearly predicted heavy rains in Kedarnath for the subsequent 72 hours and advised pilgrims to suspend travel, the warning was largely disregarded by authorities and the public.

On June 16, a significant landslide struck near the Companion Glacier at an elevation of 4,250 meters, causing the already swollen Saraswati River to surge with an overwhelming mix of debris and mud.

This powerful flow, described as a tsunami, swiftly destroyed critical infrastructure, including the Shankaracharya crematorium and the Jal Nigam Guest House, sweeping away thousands of people within 15 minutes.

The immense sound of the event was likened to the sky bursting, preceding a wall of water that carried large stones airborne due to its destructive force.

Despite his assurances, the relentless river water destroyed the building's structure, causing it to collapse entirely into the flood, with only one survivor among the 300 occupants, as approximately 50 other buildings in Gaurikund were also destroyed within 30 minutes.

On the night of June 16-17, a cloudburst deluged Kedarnath with over 370 mm of rain, an amount equivalent to half of Delhi's annual rainfall in a single night.

This extreme rainfall, combined with melting glacial ice, caused Chorabadi Lake to overfill, ultimately leading to the failure of its natural moraine dam at 6:45 am on June 17, releasing 260 million liters of water directly towards Kedarnath.

Water converged on Kedarnath from three directions, merging two original streams into a single, immense torrent.

This powerful flow carried boulders ranging from three to ten meters in size, creating a sound described as a thousand lions running simultaneously, and caused most of the destruction to the 50-60 guest houses surrounding the temple.

Mukesh from Indore made a desperate call to his brother at 7:10 PM, reporting that he was trapped in a hotel just 100 meters from the temple, with water everywhere and no safe place for evacuation.

The hotel owner conveyed a sense of hopelessness regarding their survival, and after communication was lost, the seventeen people staying with Mukesh were never heard from again.

Despite widespread destruction of surrounding infrastructure, the 8th-century Kedarnath temple remained structurally intact.

A colossal boulder, carried by the floodwaters, came to rest just behind the temple, effectively splitting the surging water into two paths around the ancient structure, though the temple's interior was submerged under six feet of water and mud, which later drained through a structurally damaged western gate.

The deluge continued its destructive path down the Mandakini and Alaknanda rivers, causing water levels to rise by 10 meters downstream and devastating lower areas.

The Kedarnath Valley was completely cut off from the rest of the world, with road connectivity destroyed by widespread landslides, and the full extent of the disaster remained unknown to the government until aerial reconnaissance on June 17.

On June 18, the NDRF deployed its first team of 47 soldiers to begin rescue operations in Kedarnath, facing immense challenges due to the difficult terrain.

The Indian Army and Air Force successfully rescued over 100,000 people by both air and road, demonstrating a monumental effort.

However, the operation was marred by tragedy when an Mi-17 helicopter crashed near Gaurikund on June 25, killing 20 soldiers, and many survivors who managed to reach higher ground later succumbed to cold and starvation while awaiting rescue.

In 2013, the government lacked a comprehensive registry for both visitors and hotels in Kedarnath, making it difficult to ascertain the exact number of casualties.

While official records cite 12,400 deaths, journalist Hridesh Joshi, in his book "Rage of the River," reported local and relief worker estimates placing the death toll between 12,000 and 15,000, with over 3,100 individuals still missing as of 2020.

Kedarnath's rapid expansion far exceeded the geological capacity of the land, as pilgrim numbers surged from 80,000 in 1999 to 5.83 lakhs by 2012.

Illegal construction on the dried-up riverbeds of the Saraswati and Mandakini rivers essentially placed buildings directly in the path of the river's original course, rather than the river changing its path, it simply reclaimed what was originally its own.

These structures were vulnerable when the rivers, swelled by extreme rainfall, followed their natural, historical paths, highlighting human negligence in respecting environmental boundaries.

In December 2014, the central government acknowledged in the Supreme Court that these hydropower projects had a direct and indirect negative impact on the region's environmental stability and the integrity of dams.

Thirteen years after the 2013 disaster, lessons appear to remain unlearned, as the same risky mistakes are being repeated.

Supreme Court recommendations in 2014 to limit daily pilgrims to 5,000 have been ignored, with 2022 pilgrimage figures exceeding 1.4 million, while the region continues to experience landslides in Gaurikund with recurring fatalities in 2023 and 2024, despite the World Bank estimating the 2013 losses at $3.8 billion.

Further landslides in Gaurikund resulted in three deaths on August 4, 2023, and another three fatalities in July 2024, leading experts to warn that conditions have deteriorated over the past decade, increasing the risk of even larger future catastrophes.
