Global Leaders Address AI's Role in Education

This consensus highlights the need for a unified approach to ensure AI serves the broader public interest.

Global dialogue and solidarity were emphasized as crucial for navigating the complex implications of AI in learning environments.

The second priority centers on empowering teachers, recognizing their vital role in the education system and addressing existing shortages.

Finally, UNESCO emphasizes the importance of fostering critical thinking and media literacy among students to prepare them for an AI-driven world, ensuring a balanced approach to technological adoption.

The Giga initiative, a joint ITU-UNICEF project, aims to connect all schools to the internet, bridging critical access gaps.

Additionally, the ITU advocates for an AI skills coalition to develop the necessary human capital and focuses on promoting interoperability and safety standards across digital learning platforms.

To counter this, there is a recognized need for a global AI fund to support equitable access and implementation of AI technologies.

The establishment of a UN global digital compact is also proposed to set common principles and guidelines for AI governance. Furthermore, an independent International Scientific Panel on AI is envisioned to provide expert guidance and ensure responsible development.

The inaugural dialogue took place in Geneva in July 2026, setting the stage for ongoing discussions.

The initiative aims to foster inclusive, multi-stakeholder governance models for AI, explicitly rejecting a single-model approach to accommodate diverse global contexts.

The country's policy emphasizes the 'total cost of ownership' and fostering an 'AI culture' within its educational system.

AI tools in DRC must avoid replacing teachers or diminishing student effort, focusing instead on augmenting existing capabilities. A critical requirement is offline-first access for AI tools to address digital divides in rural areas.

Additionally, the development of AI tools in local national languages is seen as crucial to ensure accessibility and cultural relevance.

As of August 2025, Finland has implemented restrictions on mobile device use, including mobile phones and other devices, within classrooms. This policy aims to create calmer learning environments and minimize distractions for students.

While device use is restricted during lessons, schools retain autonomy to decide on policies for breaks. Teachers also maintain control over when digital tools are integrated into pedagogical activities, balancing traditional and technological approaches.

The focus, particularly in early years, is on building conceptual understanding of AI at a developmental level.

A pilot study in nine schools demonstrated increased engagement when digital devices were removed from core subjects. Consequently, a countrywide implementation of reduced digital devices is underway for grade six, reflecting a measured integration strategy.

Finland's national strategy documents encourage the use of AI by teachers, pupils, and the educational system while simultaneously emphasizing awareness of its associated risks. The country adopts a regulatory approach based on recommendations rather than solely strict legislation.

The strategy focuses on developing comprehensive AI competence frameworks for both citizens and teachers. Additionally, the 'Generation AI' group is actively developing open-source tools to support students in their learning journeys.

Personalized AI tools are proving effective in bridging educational gaps in resource-deprived regions of rural China. A specific test case demonstrated significant improvement, with students moving from failing grades to A+ over two months through AI-assisted learning.

AI provides efficient feedback loops, helping students understand not just what went wrong, but also why. This approach has also been successfully integrated for students with physical disabilities, offering tailored support.

The Democratic Republic of Congo is adopting a hybrid model for AI integration, utilizing 'smart labs' to consolidate resources due to device cost constraints. This approach involves a structured weekly schedule where a teacher dedicates one hour to virtual tutorials for every five hours of traditional math instruction.

The primary goal is to help out-of-school or delayed learners catch up to the standard curriculum, ensuring they receive targeted support. Teachers are encouraged to maintain traditional teaching methods alongside the new technology, fostering a balanced learning environment.

AI tools, while designed to support learning, sometimes meet student needs in ways unintended by educators. A language teacher observed students using AI to generate entire essays when only brainstorming was requested, demonstrating a disconnect between pedagogical intent and actual use.

This practice results in polished work that can mask a fundamental lack of understanding when students are later questioned about their arguments. Such instances highlight how AI can complete tasks without genuinely supporting the student's learning process.

Individual countries often struggle to negotiate effectively in isolation, leading to potential dependency on technology vendors.

Regional bodies, such as the African Union, are identified as playing a vital role in consolidating this capacity. Establishing clear rules and frameworks before becoming overly dependent on AI technology is highlighted as a critical window of opportunity to ensure beneficial and equitable integration.

The abrupt pulling of the Fable 5 model due to US export controls serves as a stark example of how external factors can impact AI availability.

Local technical expertise is deemed essential for countries to actively participate in global AI discourse and safeguard their interests. The speaker asks who decides when such critical AI platforms are abruptly limited, highlighting the vulnerability of relying on external control.

New York City's moratorium on AI in schools is cited as an example of decisive intervention in response to emerging concerns.

There is a recognized need for a centralized body to establish and agree upon incident reporting standards for AI. The discussion references a tragic case in Tumbler Ridge, Canada, involving an AI tool, underscoring the urgency for robust accountability mechanisms.

Political will and decisive decision-making are highlighted as the starting points for successful AI integration. Many governments globally are seriously considering both the opportunities and risks presented by artificial intelligence.

Education is emphasized as a foundational 'seed' for future development, requiring long-term commitment. The speaker also references their personal background as a product of the Zimbabwean education system, illustrating the transformative power of investment in human capacity.

A critical shift in the global narrative regarding AI is identified, with an older idea resurfacing: that education is fundamentally a common good. This perspective asserts that AI integration is a choice, not an inevitable process.

Crucially, this choice belongs to the public that education is meant to serve. The discourse defines education as a fundamental human right and a public good, reinforcing the principle that technological adoption must align with societal values.

For education systems, this difference is crucial, distinguishing between genuine choice and structural dependence.

'AI sovereignty' is identified as a critical framework, emphasizing the need for educational institutions to not merely adopt AI but to maintain control over its deployment and data. This highlights the risk of becoming structurally dependent on commercial technology providers if sovereignty is not prioritized.

Current procurement practices often lead to 'vendor lock-in,' limiting future flexibility and control.

The proposed shift moves from one-off purchases to ongoing relationship management, allowing for continuous adaptation and oversight. Advocating for public interest conditions within AI tool contracts is seen as essential to ensure technology serves educational goals.

It is emphasized that responsibility must be fixed at both individual and institutional levels for any decisions made or uses of AI systems, especially in education.

Transparency is deemed essential for AI-generated grades and pedagogical recommendations. Furthermore, a guaranteed right to explanation must be established to allow individuals to challenge automated decisions, ensuring fairness and recourse.

This approach aims to allow policymakers to carefully balance the risks and benefits of AI for younger learners.

However, developmental science does not fully support a fixed 'age threshold,' as children are already using AI tools outside of school environments, regardless of official policies. Many children express a demand for 'safe enough' AI rather than outright age restrictions, highlighting the need for nuanced solutions.

Concerns are rising about the potential for AI to dehumanize education by promoting individualistic learning, contrasting with classroom models that prioritize conversation and collaboration. There is a risk of children working in isolation with headsets and AI tutors, diminishing social interaction crucial for development.

Many current AI deployments in classrooms prioritize individual efficiency over fostering collaborative environments. The UN Convention on the Rights of the Child emphasizes the development of personality through interaction, underscoring the importance of human-centered educational design.

This approach emphasizes that regulation and innovation must progress hand in hand.

The focus is on 'ethics by design,' integrating ethical considerations from the outset rather than imposing heavy-handed early regulations that could stifle beneficial development.
