China Escalates Presence, Philippines Responds

New maritime tracking analysis reveals a substantial increase in China Coast Guard activity near Scarborough Shoal throughout 2026. In the first half of the year, China Coast Guard vessels accumulated 933 ship days in the area. This surge represents a significant rise in average monthly presence, climbing from 90 ship days in 2024 to 156 ship days in 2026, with multiple Chinese vessels maintaining a broad perimeter and maritime militia operating closer to the feature.

The Philippines has countered the intensified Chinese presence by increasing its own maritime patrols and operations in the region. Philippine vessels averaged 43 ship days per month in early 2026, marking a 43% increase compared to the previous year. These expanded patrols have led to frequent encounters, with interactions between Philippine and Chinese vessels occurring on 112 days in the first half of 2026.

In May, Philippine authorities reported discovering an unauthorized floating structure, approximately 6x6 meters, inside the Scarborough Shoal lagoon, prompting a diplomatic protest. While China claimed the structure was a temporary research facility, analysts expressed concerns that this tactic could foreshadow a repeat of the land reclamation strategies observed at Mischief Reef, escalating fears about China's intentions in the disputed waters.

President Ferdinand Marcos Jr.'s administration has increasingly focused on leveraging international law and legal rulings to assert Philippine claims. This strategy includes expanding Philippine maritime patrols and deepening defense cooperation with key international partners, notably the United States, Australia, and Japan. Despite these efforts and the 2016 arbitration results affirming Philippine rights, Beijing continues to reject these findings, maintaining its territorial assertions in the West Philippine Sea.

Rear Admiral Roy Vincent Trinidad cautioned against drawing definitive conclusions from single-week data regarding vessel presence in the contested waters. He emphasized the need for a longer time frame to accurately assess the impact of patrol schedules, operational requirements, and other factors that can cause short-term fluctuations. Manila's objective remains to maintain a sustained and active presence to counter ongoing pressures rather than reacting to transient changes.

Analyst Jose Antonio Goia issued a warning that diplomacy should not serve as an excuse for allowing coercion to solidify into a new status quo in the region. The ongoing competition is unfolding within a complex regional security framework, underscoring the critical challenge of managing pressure without miscalculation. This delicate balance is vital for maintaining stability and preventing unintended escalation in the West Philippine Sea.

Jose Antonio Goia asserted that Beijing's physical control over structures like those at Pangane Shoal does not equate to legal ownership or control over international law. Manila firmly maintains its stance that Chinese forces do not control the legal framework governing the West Philippine Sea. The Philippines continues to uphold its sovereignty and navigation rights based on international maritime law.
