Marcos Bolsters Philippine Coast Guard with 45 New Ships

The Philippine Coast Guard (PCG) is embarking on its most ambitious modernization program to date, aiming to significantly improve maritime law enforcement, search and rescue capabilities, and overall coastal security. This initiative is designed to expand the fleet's capacity to manage the Philippines' extensive maritime territory, addressing various challenges from illegal fishing to territorial disputes.

The Philippine government has finalized a 25.8 billion peso deal for 40 new 35-meter patrol boats with the French company OCEA. These vessels, based on the OCEA FPB 110 MKI design model, represent the largest single purchase in the PCG's modernization history. The contract encompasses integrated logistics and a nine-year maintenance support plan, positioning this acquisition as a transformative step for the Coast Guard.

Half of the 40 new patrol boats, specifically 20, will be constructed or assembled locally within the Philippines, while the other 20 will be built in France. This arrangement includes the establishment of an OCEA shipyard in the country, which will facilitate the transfer of essential skills to Filipino workers and technicians. The initiative is set to significantly boost the Philippines' domestic shipbuilding capabilities and create local industrial benefits.

The Philippine Coast Guard's collaboration with OCEA is not new; the PCG previously acquired five vessels from the French company between 2017 and 2021. These earlier deliveries included four 24-meter FPB72 boats and one 84-meter vessel, with OCEA establishing a Manila subsidiary in 2019 to provide maintenance support for the acquired fleet.

The newly acquired 35-meter patrol boats are specifically designed for diverse, day-to-day maritime security missions. Their deployment will enable larger, offshore vessels to concentrate on long-range patrols, optimizing the overall fleet's efficiency. This strategy allows regional commands to respond more rapidly to incidents, thereby broadening the PCG's capabilities beyond high-profile disputes, such as those in the West Philippine Sea. The smaller vessels are crucial for routine coastal enforcement and immediate response.

Deliveries of the new patrol boats are anticipated to commence in late 2026, marking a critical transition from procurement to active service. Admiral Ronnie Gil Gavan stated that if plans proceed as expected, the initial vessels would arrive in the latter part of the specified year. The focus will then shift towards effectively integrating these new assets into the existing Coast Guard fleet, ensuring seamless operational continuity.

Japan is providing significant financial backing for the Maritime Safety Capability Improvement Project through an official development assistance loan. This loan, amounting to up to 64.38 billion yen, was signed via the Japan International Cooperation Agency (JICA) for Phase 3 of the project. The funding is specifically allocated for the acquisition of five 97-meter Multi-Role Response Vessels (MRVs), which are essential for sustained offshore operations.

The operational value of the 97-meter capital ships is significant due to their greater endurance, allowing them to remain at sea for extended periods. These vessels can carry more personnel and equipment, operate effectively in more demanding conditions, and support missions much farther from the country's main Coast Guard facilities. Currently, the BRP Teresa Magbanua and BRP Melora Aquino are the largest vessels in the fleet, and the addition of five more 97-meter ships will expand this class to seven vessels, greatly enhancing the Coast Guard's long-range capabilities.

The modernization effort extends beyond just acquiring new ships, emphasizing the need for robust human infrastructure and technical cooperation. The addition of dozens of new vessels necessitates not only more hulls but also a corresponding increase in trained crews, engineers, maintenance teams, and spare parts, along with adequate facilities and standardized operating procedures. A technical cooperation project, slated from 2025 to 2028, will specifically focus on maintenance to ensure long-term operational sustainability, as highlighted by JICA.

JICA's official implementation schedule indicates that December 2028 is the planned completion date for Phase 3 of the multi-role response vessel program. This phase is defined by the delivery of the fifth and final 97-meter Multi-Role Response Vessel (MRV), which will conclude this specific component of the modernization efforts.

The Philippines is deliberately developing a layered Coast Guard fleet, moving beyond simply acquiring larger ships. This strategy incorporates 35-meter French-built craft for speed and broad geographic distribution, alongside 44-meter Japanese vessels for medium-range patrol missions. The backbone for long-range, offshore endurance will be provided by the 97-meter Multi-Role Response Vessels. This diverse mix of vessels is designed to support a wide range of tasks, from critical search and rescue operations to sovereign law enforcement, ensuring comprehensive maritime security.

The overarching goal of the Coast Guard's modernization is to transform it into a more distributed and sustainable service, moving beyond mere increases in ship numbers to ensure comprehensive operational readiness. The local assembly of French vessels will play a crucial role in boosting domestic shipbuilding capacity. Ultimately, the service is preparing for a future where it can deploy more vessels across more areas for longer periods, enhancing its overall presence and response capabilities.
