Philippine Coast Guard to Add 50 New Ships

The Philippine Coast Guard (PCG) is currently undergoing one of the largest fleet expansions in its history. This ambitious program aims to acquire dozens of new patrol vessels over the next several years, significantly bolstering the PCG's operational capabilities. Concurrently, there is a proposal to increase the PCG's personnel by 40,000 by 2030, a move designed to meet the complex and growing demands of maritime security and law enforcement across the archipelago.

Among the immediate additions to the Philippine Coast Guard's fleet are the BRP Pagasa and BRP Paddock, both Marine Protector-class patrol vessels transferred from the United States. These 27-meter patrol craft are highly capable, designed to reach speeds exceeding 25 knots. Their arrival is anticipated in Manila in October 2026, following the completion of training for 24 Filipino personnel in Baltimore, ensuring seamless integration and operational readiness.

Commodore Numei Kbayab, spokesperson for the Philippine Coast Guard, confirmed the ambitious goal of acquiring approximately 50 new ships within the next five years. This strategic plan involves collaborative projects with international partners, including the United States, France, and Japan. Admiral Ronnie Gilgavin is leading these extensive modernization efforts, which are crucial for enhancing the PCG's operational reach and effectiveness across the country's vast maritime domain.

The Philippines has signed a significant deal with French shipbuilder OCEA for the acquisition of 40 new 35-meter fast patrol craft. This contract, valued at 25.8 billion Philippine pesos, represents a major investment in the PCG's rapid response capabilities. Notably, half of these vessels are slated for local assembly within the Philippines, fostering domestic shipbuilding expertise and supporting local industry.

The Japan International Cooperation Agency (JICA) is providing substantial financial support for the Philippine Coast Guard, specifically for five additional 97-meter multi-role response vessels. This initiative is financed through a JICA loan amounting to 64.38 billion yen. These larger vessels are designed for extended offshore missions and capable of operating effectively in rough seas, with the fifth vessel in this series scheduled for delivery by December 2028.

The modernization program employs a dual-track strategy, combining smaller French-built patrol boats with larger Japanese-supported offshore vessels. This approach is designed to effectively address the complex logistical challenges of patrolling the Philippines' 7,641 islands. Smaller vessels are intended for coastal patrol and law enforcement, while larger ships will provide sustained presence for offshore deployments, ensuring comprehensive coverage and responsiveness across diverse maritime environments.

The strategic objective behind the Coast Guard's expansion is to decentralize its fleet, ensuring that individual Coast Guard districts possess sufficient capability to respond locally to emergencies. Currently, the PCG's responsibilities extend from coastal waters to the exclusive economic zones. The acquisition of 50 new ships aims to ensure that at least one vessel is assigned to each district, thereby localizing response capabilities rather than centralizing the entire fleet at national headquarters.

To support the significant growth of its fleet, the Philippine Coast Guard has submitted a proposal to the Department of Budget and Management, seeking approximately 40,000 additional personnel by 2030. Operating a single patrol vessel typically requires 20 to 30 crew members, and this demand multiplies when considering the need for rotation, rest, continuous training, and specialized maintenance staff. Furthermore, the operation of larger ships involves complex logistics and extensive shore-based support, necessitating a substantial increase in human resources.

The effective operation of a modern patrol vessel, which houses complex propulsion systems, navigation equipment, communications technology, sensors, and other machinery, is crucial. Therefore, operational readiness is considered as vital as the procurement of new vessels. The growth of the fleet would be meaningless without a steady supply of spare parts and a cadre of well-trained technicians capable of maintaining these advanced platforms. To this end, Japan's JICA is providing technical cooperation specifically for maintenance, highlighting the importance of long-term sustainability.

The Philippine government has consistently deployed Coast Guard vessels, rather than naval warships, for missions in contested maritime areas. This approach is strategically chosen as less escalatory and more appropriate for law enforcement operations, helping to de-escalate tensions in sensitive regions. The PCG's expanded role reflects a strategic need to balance robust maritime security with routine duties, ensuring offshore endurance while maintaining effective local island patrols.

The BRP Pag-asa and BRP Datu Sanday are both anticipated to arrive in Manila in October, marking significant additions to the Philippine Coast Guard's fleet. The 40 French patrol craft are specifically intended to provide a major increase in fast response capability, enhancing the PCG's agility. Furthermore, the Phase 3 program for the Japanese-funded ships is targeting completion by 2028, ensuring a sustained upgrade path for the force.
