Ulsan Mayor Kim Sang-wook, "All my budget was cut"

Due to the decision of the city council, where the People Power Party holds a majority, the project is facing difficulties from the start.

Mayor Kim had painstakingly included the 120 Civil Complaint Center in the organizational restructuring plan after taking office, but it is now virtually canceled due to the full budget cut during the deliberation process. This appears to be a major roadblock to Mayor Kim's efforts to implement his core administrative philosophy.

Mayor Kim Sang-wook emphasized that the '120 Civil Complaint Center' would resolve the 'ping-pong phenomenon' that occurs during citizen complaint handling and provide one-stop service. He also expected the center to contribute to transparent administration by functioning as a channel for reporting administrative unfairness and corruption.

He repeatedly expressed his commitment to improving the quality of administrative services and eradicating unfairness and corruption by establishing a system where citizens directly report and the city actively responds to complaints.

Mayor Kim mentioned that People Power Party members in the Ulsan City Council exceed two-thirds of the total seats. He explained that this seating arrangement falls short of the simple majority required for the mayor to exercise veto power over ordinances or budget bills, making it difficult for opposition parties like the Democratic Party to block the city council's decisions.

Therefore, Mayor Kim requested citizens to voice their opinions directly and appealed for their interest and participation to overcome the difficulties in city administration.

Mayor Kim Sang-wook emphasized the importance of promoting budget and planning through communication with the central government. He pointed out that the personnel expenses for the Ulsan Seoul Headquarters, a key organization responsible for this role, were largely cut.

The cut in the Seoul Headquarters' personnel expenses will be a significant obstacle for the mayor to communicate smoothly with the central government and secure the budget for Ulsan's development, and is interpreted as a council-level hindrance to the mayor's will to promote city administration.

This appears to emphasize the need for direct citizen support and solidarity in the current conflict with the Ulsan City Council. Mayor Kim mentioned that the current Ulsan city has the nature of a joint local government of the Progressive Party and the Democratic Party, expressing his will to overcome these difficulties through citizen support.
