Taiwan Donates Patrol Ship to Philippines

This initiative is part of established maritime cooperation practices between the two nations.

The vessel is specifically intended to support maritime law enforcement, search and rescue operations, and various humanitarian missions within the Philippines' extensive archipelagic waters.

The vessel, spotted undergoing tests from Kaohsiung port, was identified through commercial port tracking as 'Bling Number One.' It is registered under the Philippine flag and classified as a law enforcement vessel, indicating its intended role.

Upon its return to port after testing, preparation work on the ship continued, suggesting ongoing refurbishment and readying for its transfer.

These past donations typically focused on strengthening existing maritime links, particularly in areas like fisheries and research.

Such contributions are part of broader, ongoing cooperation mechanisms that support mutual maritime interests and capabilities.

Initial reports from Taiwan suggested the donated vessel was the retired 'Lien Chiang' or CG-125, a known patrol ship. However, subsequent reporting later indicated that the vessel could instead be its sister ship, the 'Kinmen.'

Visual identification remains challenging due to the identical dimensions and similar external characteristics shared by both vessels, making it difficult to confirm the exact ship without official disclosure.

The official Taiwan Coast Guard specifications for a vessel like the 'Lien Chiang' list an overall length of 61.02 meters, a beam of 11.72 meters, and a displacement of 688 tons. These dimensions provide substantial capability for extended patrols.

The vessel is powered by four engines, each providing 3,720 PS, enabling an estimated top speed of 30 knots and an impressive operational range of 5,200 nautical miles.

Following its retirement from the Taiwan Coast Guard, reports indicate that the ship's previous weapon systems were removed. This included its original 20mm cannon and .50 caliber machine gun, along with the removal of Taiwan Coast Guard markings and its former paint scheme.

This disarmament ensures the vessel is transferred specifically as a law enforcement and humanitarian platform, rather than a combat vessel, aligning with its intended non-military role in the Philippines.

The Philippines has been actively modernizing its maritime fleet, recently initiating a project with Mitsubishi Shipbuilding for five new 97-meter multi-roll response vessels for its Coast Guard. This broad effort reflects a strategic focus on enhancing its naval capabilities.

The Taiwanese vessel, though retired, provides an immediate and valuable additional capability, particularly for patrolling the Philippines' vast archipelagic maritime territory and addressing urgent operational needs.

Defense Secretary Gilberto Teodoro Jr. also stated he had no knowledge of the donation, indicating a lack of public confirmation at a high level.

The official classification of 'Bling Number One' as an operational Philippine Coast Guard cutter remains pending until Manila provides formal confirmation. Observers speculate the vessel might be assigned to the Bureau of Fisheries and Aquatic Resources rather than the Coast Guard, further highlighting the uncertainty.

Despite Manila's adherence to a one-China policy, practical interaction between the Philippines and Taiwan continues in economic, fisheries, humanitarian, and other non-diplomatic areas. This donation underscores the expanding non-diplomatic maritime cooperation between the two.

Further reinforcing these ties, Taiwan's Coast Guard plans a goodwill mission to the Philippines in October 2027, focusing on law enforcement, humanitarian aid, and crime fighting, rather than combat operations.

A ship exceeding 60 meters offers significantly enhanced capabilities compared to smaller coastal boats, particularly in rough weather.

This size of vessel provides considerably more flexibility, allowing for longer patrol missions, extended search and rescue operations, and effective support for smaller fleet elements during complex maritime activities.

Transferring a retired ship like this involves substantial logistical and technical considerations, including ensuring necessary maintenance, procuring spare parts, and providing training for the future crew. Older systems may require refurbishment or complete replacement to meet operational standards.

Additionally, communication systems must be made compatible with Philippine standards to ensure seamless integration into their maritime operations. Sea trials conducted in Kaohsiung served to verify the vessel's propulsion and navigation systems are fully operational before its final delivery.

Several key details regarding the vessel's future remain unconfirmed by the Philippine government. The specific identity of the ship, whether it is the former 'Lien Chiang' or 'Kinmen,' is still debated among observers.

The agency that will operate the ship, its permanent name, when it will sail from Taiwan, and its eventual home port have yet to be publicly clarified. Official acceptance from Manila is crucial for addressing these uncertainties and outlining the next phase of the transfer.
