US Marines Deploy NMESIS Missiles to Philippine Batanes

The weapon is built around two naval strike missiles carried on a remotely operated launcher based on the joint light tactical vehicle platform—a design meant to be difficult to detect and track. American and Philippine forces are no longer simply demonstrating that the system can arrive in the Philippines. Balikatan 2026 ran from April 20th through May 8th with over 17,000 personnel from seven countries plus 17 observer nations participating.

The nearby waters form important maritime passages connecting the South China Sea, Philippine Sea, and the wider Pacific. In any major confrontation involving Taiwan or the surrounding region, those routes would have enormous strategic importance.

A launcher positioned permanently at a known coastal installation can be watched, mapped, and targeted. But a launcher that can move between islands by military landing craft, aircraft, or Philippine vessels creates a much more complicated problem for an opposing Navy. An adversary may know that anti-ship missiles are somewhere in the area without knowing exactly where the launchers are located at any particular moment. When multiple launchers are combined with air defense systems and maritime sensors, the opponent must spend vast intelligence resources simply trying to verify positions.

During his March 2025 visit to Manila, then-US Defense Secretary Pete Hegseth and Philippine National Defense Secretary Gilberto Teodoro Jr. announced plans to introduce additional American capabilities into exercises in the Philippines, including NMESIS and unmanned surface vessels, with the objective to strengthen interoperability and advance operations around strategic sea lanes.

From June 19th through June 29th, American and Philippine Marines conducted KAMANDAG across expeditionary sites in the Batanes Islands. The US Third Marine Literal Regiment trained alongside the Philippine Marine Corps Fourth Marine Brigade in maritime security, sensing, logistics, air defense, and simulated maritime strike operations. NMESIS was distributed through the island environment alongside the Marine Air Defense Integrated System, or MADIS, as well as maritime sensors and personnel, demonstrating how these systems would operate as an integrated network across dispersed locations.

On June 25th, Marine Corps imagery showed the NMESIS mobile command vehicle and MADIS conducting a simulated firing mission at Calan in Batanes, visualizing how the integrated system would operate in actual combat conditions.

That challenge is exactly what the exercises are attempting to solve. The integration of logistics with defensive capabilities across remote locations demonstrates the operational reality the forces must master.

Those forces combine intelligence, surveillance, air defense, logistics, and long-range fires while frequently relocating. NMESIS fits naturally into this distributed structure, where mobility and adaptability replace the permanence of traditional military bases.

China portrays the deployment of advanced American weapons as a destabilizing expansion of US military power into the region. Philippine officials argue that cooperation with Washington and other partners is necessary to strengthen deterrence and protect Philippine territory, sovereign rights, and maritime interests. The two sides fundamentally disagree over how military buildup should be understood and justified.

When Balikatan 2026 opened, Jan Romeo Bronner Jr. was chief of staff of the Philippine Armed Forces, emphasizing the partnership with the phrase, "When nations stand together, shoulder-to-shoulder with trust, purpose, and resolve, we are always stronger." Bronner retired on July 21st, 2026, the same day Jen Antonio Nefared was installed as the 61st Chief of Staff. Throughout the transition, Gilberto Teodoro continued as national defense secretary under President Marcos.

These disputes remain unresolved. The 1951 US mutual defense treaty with the Philippines applies to armed attacks on either country's forces in the South China Sea, covering armed forces, aircraft, and public vessels including the Coast Guard.

At a June 2026 symposium, Chinese scholars argued that Batanes was geographically connected to Taiwan in a way that supported a Chinese claim to the Philippine province. Those comments were reported by Chinese media and triggered an angry reaction in Manila. Beijing has not formally adopted the scholars' position as an official territorial claim, but the assertion itself was serious enough that it demanded a public response from Philippine officials.

National Defense Secretary Teodoro responded with sharp language, calling the claim "baseless," "nonsense," and "ludicrous." The vigor of Manila's rebuttal reflected its concern that Beijing was testing how far it could push territorial assertions, even through unofficial channels.
