Venezuela Oil Deals: Limited Impact, High Risk

Chevron, Hunt Oil, and NABEP are the primary entities involved in recent agreements that Peter Zeihan notes have sparked hyperbolic discourse despite a muted impact on global production.

Venezuela's oil production currently stands at under 1 million barrels per day, a stark contrast to its peak of 4 million barrels per day during the 1980s and 1990s. This decline indicates the profound challenges facing the country's oil infrastructure and output capacity.

Chevron aims to increase its production by an estimated 300,000 barrels over the next five years through its involvement in Venezuela, primarily by maximizing output from existing fields rather than engaging in new exploration.

The effectiveness of Chevron's efforts is constrained by the inherent difficulty of working with Venezuelan crude, particularly the 'super heavy' crude found in the Orinoco Belt, which is solid at room temperature and presents significant processing challenges.

This limited scope of production further underscores the minimal impact these individual deals will have on Venezuela's overall oil output.

The third and most speculative deal involves a company called NABEP, led by Alejandro Betancourt López, which is the successor to the Russia-linked Petro Zamora.

Despite its involvement, NABEP currently lacks the essential staff, drilling rigs, and overall expertise required to operate large-scale oil concessions effectively, posing a significant challenge to its success.

Under the terms of this deal, the US theoretically holds rights of first refusal, entitling it to the first 20% of production at cost and the remaining 80% at market rates, provided the firm successfully ramps up operations.

The US government's approval of NABEP is a strategic move to signal openness to other risk-taking investors, aiming to attract the necessary capital and expertise to revitalize Venezuela's struggling oil industry.

Significant obstacles remain, including restrictive laws on foreign ownership and unclear pathways for capital repatriation. Although these deals are a crucial first step, substantial capital and equipment have yet to materialize on the ground.
