Philippines Expands Fleet, Adds 40,000 Troops Amid Tensions

The Philippine Coast Guard is initiating what is described as its most ambitious expansion in history. This program aims to add approximately 50 new vessels to its fleet within the next five years. Concurrently, the number of personnel is projected to more than double by the year 2030, signaling a rapid and extensive scale-up rather than a phased modernization effort.

The United States has formally transferred two marine protector class coastal patrol vessels to the Philippine Coast Guard. These vessels, named BRP Pag-asa (27001) and BRP Patag (27002), have been repainted in the distinctive livery of the Philippine Coast Guard. They were formerly known as the US Coast Guard cutters Marlin and Blue Fin, now integrated into the Philippine fleet.

The naming of the two American-transferred patrol boats after features in the West Philippine Sea is a deliberate and significant political statement. Pag-asa directly refers to Thitu Island, a key feature in the Spratly Islands, while Patag represents Flat Island. This naming convention is not accidental but a clear message embedded in the vessels' identities.

Prior to the transfer of the vessels, 24 Coast Guard personnel underwent specialized operational and maintenance training in Baltimore, Maryland, focusing on these specific boats. This pre-delivery training ensures that the newly acquired ships do not become 'expensive pier ornaments' and highlights the importance of sequencing training before hardware delivery as a crucial lesson learned for effective integration.

The two new vessels are expected to significantly enhance the Philippine Coast Guard's capabilities in conducting maritime safety operations and responding to emergencies at sea. Their mission profile includes critical functions such as maritime safety, search and rescue operations, and bolstering domain awareness. Commodore Numei Kabyv confirmed that oil spill response is also a crucial capability these vessels will provide.

In May 2025, the Department of Transportation signed a significant contract with the French shipbuilder OCEA for the acquisition of 40 high-speed multi-role vessels. These 35-meter vessels are valued at approximately $438 million and are part of a deal that also includes a comprehensive nine-year integrated logistics support plan, ensuring long-term maintenance and operational readiness.

A critical aspect of the agreement with OCEA is a clause prioritizing local construction, with 20 of the French vessels to be built within the Philippines. This initiative means OCEA will establish a shipyard in the Philippines, fostering a domestic industrial base. Such a move supports Filipino welders, local yards, and strengthens local supply chains, enabling in-country repair and maintenance capabilities for the newly built fleet.

The Philippine Coast Guard is also set to receive five 97-meter multi-role response vessels from Japan, with deliveries scheduled between 2027 and 2028. These substantial vessels, described as "the big ones," are based on the Kunigami-class design developed by Mitsubishi. Their acquisition will significantly enhance the Coast Guard's deep-sea operational capabilities.
