Marcos Eyes Japanese Warships Amid China's Objections

The Philippines is set to acquire five Abukuma-class destroyer escorts from Japan, marking a significant step in enhancing its naval capabilities. These vessels are expected to be delivered over two to three years as they are retired from Japanese service, according to Philippine Defense Secretary Gilberto Teodoro Jr., who confirmed the agreement in July. This transfer is the clearest hardware commitment made between the two nations to date.

While the transfer of Abukuma-class vessels is confirmed, there is no official confirmation regarding the transfer of their existing Japanese weapon suites. The effectiveness of these ships in Philippine service will largely depend on adequate maintenance, comprehensive crew training, and sufficient budget allocation for operations. Although acquiring these vessels offers a faster capacity boost than new construction, it also introduces long-term maintenance challenges for the Philippine Navy.

Further solidifying defense ties, the Reciprocal Access Agreement (RAA) between Japan and the Philippines entered into force on September 11, 2025. This agreement simplifies the process for Japanese and Philippine forces to conduct agreed activities within each other's territory. Additionally, a new agreement for the reciprocal provision of military supplies and services is scheduled for August 22, 2026. However, these agreements do not automatically obligate Japan to intervene militarily on behalf of the Philippines in a conflict.

Japan is currently considering the export of surface-to-ship missiles to the Philippines, with the Type 88 system emerging as a prominent candidate. These missiles were notably demonstrated by Japanese forces in the Philippines on May 6, 2026, during the Balikatan 2026 exercise in Oloko Norte. The Type 88 mobile coastal missiles are intended to complicate adversary maritime planning, particularly near Northern Luzon, by enhancing the Philippines' anti-access/area-denial capabilities.

On April 21, 2026, Tokyo revised its defense equipment transfer principles and implementation guidelines, significantly widening the scope for overseas transfers. These revisions are aimed at strengthening the defenses of partner nations and improving Japan's overall security environment. This policy change represents a continuation of a longer evolutionary process, building upon earlier revisions made in 2023 and 2024, reflecting a more proactive stance in defense cooperation.

China has voiced strong criticism regarding the Japanese missile firing during Balikatan, accusing Tokyo of expanding its military role overseas and invoking Japan's wartime history. Beijing perceives this growing defense cooperation as a dangerous escalation of military presence in the region. Japan, however, consistently frames its stronger defense cooperation as a necessary measure for deterrence and regional stability.

On August 1st, China's Southern Theater Command conducted joint naval and air drills around Scarborough Shoal, labeling the training a 'necessary action.' Beijing framed this deployment as a reaction to regional instability, which it attributed to actions by other nations. This exercise underscores China's readiness to respond to perceived challenges in the South China Sea.

The 2016 arbitral tribunal ruling significantly limited China's historic claims in the South China Sea, rejecting those that exceeded entitlements under the United Nations Convention on the Law of the Sea (UNCLOS). The ruling affirmed traditional fishing rights for various nations but deliberately did not rule on the ultimate question of sovereignty. Despite being legally binding, China formally rejects the award, maintaining its expansive claims.

The US-Philippines Mutual Defense Treaty serves as a significant deterrent, and Secretary Pete Hegseth confirmed it covers public and Coast Guard vessels, not just military ships. However, treaty obligations are distinct from everyday coercive actions, such as water cannon incidents, which typically do not trigger an automatic military response. Political judgment remains necessary to determine escalation thresholds, highlighting that not all incidents warrant direct military intervention under the treaty.

General Romeo Brawner Jr. emphasized the strength of international partnerships during Balikatan 2026, an exercise that included forces from the Philippines, US, Australia, Japan, Canada, France, and New Zealand. This expanded cooperation demonstrates a united front among multiple nations, which China views as a direct security challenge. The general's remarks highlighted the collective resolve and trust among participating countries.

China has issued stern warnings against involving external powers in regional security, with Senior Colonel Zhang Shaohong stating, "Those who invited wolves into the house will ultimately have themselves harmed and their home destroyed." This rhetoric targets broader defense alignments and is not specific to Japanese Type 88 systems. Beijing's stance reflects its deep concern over what it perceives as foreign intervention in the South China Sea.

The evolving security partnership between the Philippines and Japan is shifting towards practical military integration, characterized by ship transfers, logistics agreements, and missile discussions, creating a more durable link. Manila seeks to deter coercion through these enhanced capabilities, while Beijing interprets them as increased military pressure and a direct challenge to its regional influence. The successful management of this dynamic relationship will depend heavily on sustained communication and restraint, despite the upgraded military capabilities.
