Philippines Acquires 45 New Ships from France and Japan

The Philippine Coast Guard is launching a significant dual-program modernization to enhance its patrol and emergency response capabilities. This initiative aims to establish a more extensive and balanced fleet capable of covering the country's vast archipelagic waters.

The modernization combines smaller, fast-response craft with larger offshore patrol vessels, setting a new stage for how the service will patrol, respond to emergencies, and maintain a presence in strategically sensitive maritime areas.

Central to this expansion are two major international projects: a French-backed program for 40 new 35-meter fast patrol craft from the shipbuilder OCEA and a Japanese-funded project for five additional 97-meter multi-role response vessels.

These programs are designed to provide both extensive regional coverage and long-distance operational endurance, significantly enhancing the Philippine Coast Guard's capabilities.

Under the French program, half of the 40 new 35-meter fast patrol craft are slated for domestic assembly or construction in the Philippines, with the remaining 20 to be built in France. This strategic approach aims to bolster domestic shipbuilding and maintenance expertise within the Philippines.

OCEA, the French shipbuilder, established a subsidiary in Manila in 2019, specifically to support the existing fleet and facilitate this local production.

The project's budget saw an increase from an initial estimate of 25.8 billion pesos. In 2026, the Philippine government's economy and development council approved adjustments, raising the total cost to 31.8 billion pesos.

These revisions accounted for foreign exchange movements and the finalization of financing arrangements, also revising the implementation period to accommodate these changes.

Coast Guard Command Admiral Ronnie Gilgavin described this acquisition as the largest single purchase in the Philippine Coast Guard's modernization history, calling it a "game-changer."

The new boats are expected to significantly enhance coastal law enforcement, anti-smuggling efforts, and environmental protection. They will also allow for a sustained presence in the West Philippine Sea without requiring military deployments.

The acquisition package for the French vessels includes a comprehensive 9-year integrated logistics support plan. This plan is designed to ensure the long-term operational success of the new boats once they enter service.

It covers essential aspects such as maintenance, the provision of spare parts, and crew training, directly addressing the potential risk of rapid fleet expansion outpacing the agency's maintenance capabilities.

Under the third phase of the maritime safety capability improvement project, the Japan International Cooperation Agency (JICA) is funding five additional 97-meter multi-role response vessels for the Philippine Coast Guard.

JICA is providing a loan agreement amounting to 64.38 billion yen, specifically focusing on long-endurance, far-shore operations to enhance the Coast Guard's presence in remote maritime areas.

The 97-meter vessels, exemplified by the BRP Teresa Magbanua and BRP Melora Quino, have become foundational to the Philippine Coast Guard's offshore operations due to their endurance, crew capacity, and ability to support prolonged missions. The addition of five more ships will increase the 97-meter fleet to a total of seven vessels.

These ships are highly valued for their capability to undertake long-term missions far from shore, significantly extending the Coast Guard's operational reach.

Japan's support for the Philippine Coast Guard's modernization is not new and builds on successful past phases of the same maritime safety program. Earlier phases delivered 10 44-meter multi-role response vessels, which have become operational workhorses for law enforcement, search and rescue, and other Coast Guard duties.

Phase 2 introduced the 97-meter Teresa Magbanua class in 2022, and Phase 3 represents the current expansion project, continuing a structured approach to fleet development.

JICA initially targeted December 2028 for the overall completion of the project, which includes the delivery of the fifth 97-meter vessel. To support these new assets, JICA and the Philippine Coast Guard launched a technical cooperation project in April 2025.

This ongoing project, set to run through 2028, is specifically focused on strengthening the Coast Guard's capabilities in vessel operation and maintenance, ensuring the long-term viability of the expanded fleet.

The fleet expansion, encompassing 40 French boats and five Japanese ships, imposes a significant logistical load, requiring a massive organizational buildup for the Coast Guard. This goes beyond mere shipbuilding, necessitating an increase in crew, engineers, infrastructure, and fuel resources.

Consequently, the expansion is not solely a shipbuilding program but also a substantial organizational project demanding comprehensive adjustments to the Coast Guard's operational structure.

A layered fleet, combining different types of vessels, allows the Coast Guard to match missions more effectively and reduces the risk of overusing a limited number of major assets. Small craft, such as the 35-meter vessels, provide speed and coastal reach, while medium 44-meter vessels handle coastal law enforcement.

Larger 97-meter vessels ensure a sustained offshore presence. This strategic diversity in the fleet provides the Coast Guard with more operational choices and prevents the over-reliance on a few key vessels.

The modernization of the Philippine Coast Guard carries significant geopolitical weight, particularly in the West Philippine Sea. By utilizing a civilian maritime law enforcement service, Manila can assert its maritime rights and maintain a visible presence in contested waters.

This approach ensures that missions remain distinct from military deployments, thereby avoiding unnecessary militarization of maritime disputes and allowing for a more nuanced diplomatic stance.

Support arrangements for maintenance and logistics are as critical as the initial construction of the vessels.
