Defense Secretary Teodoro Jr. Raises Suspicions of Chinese Influence in Philippine Politics

Defense Secretary Gilbert Teodoro Jr. has revealed that authorities have grounds to suspect some elected officials are receiving support from China. These officials are allegedly echoing narratives that favor Beijing, particularly concerning the West Philippine Sea dispute. Teodoro clarified that he has not yet identified specific individuals or collected definitive evidence to substantiate these claims.

Secretary Teodoro stated, "authorities have reasoned to suspect that some elected officials could be receiving support from China while echoing narratives mended favorable to Beijing over the West Philippine Sea."

During an August 25 House Committee on Appropriations hearing, Teodoro confirmed the basis for his suspicions. Representative Arlene Brosas questioned the existence of credible information regarding foreign influence.

In response, Teodoro stated, "We have some grounds to perhaps suspect it."

The Department of National Defense (DND) faces significant challenges in gathering direct financial evidence to substantiate these allegations. Teodoro explained that the DND lacks direct access to bank records, and financial authorities are better equipped for tracing such transactions.

He noted that evidence gathering is currently hindered by ongoing investigative procedures. Teodoro stated, "I am not prepared to state it, particularly if there are active law enforcement evidence gathering operations at this stage."

Teodoro views certain political statements made by officials as inherently aligned with Beijing's narratives, which he considers a form of evidence. He claims that some public pronouncements directly mirror the positions articulated by China regarding territorial disputes.

According to Teodoro, the ongoing dispute over the West Philippine Sea is fundamentally an information struggle. Teodoro asserted, "I believe there are some undeniably that the pronouncements speak for themselves."

The legal framework for the West Philippine Sea dispute is crucial in understanding the context of Teodoro's remarks. On July 12, 2016, an arbitral tribunal issued a ruling that found no legal basis for China's nine-dash line claim over the South China Sea. This landmark decision affirmed the Philippines' sovereign rights in its exclusive economic zone.

Despite the arbitral tribunal's ruling, China has consistently rejected its validity and continues to maintain its claims over the disputed territories, leading to ongoing tensions and diplomatic challenges in the region.

The Philippines has taken steps to solidify its terminology and claims regarding its maritime zones through domestic policies and laws. Administrative Order No. 29, issued in 2012, officially designated areas within the Philippines' exclusive economic zone in the South China Sea as the 'West Philippine Sea.'

Further strengthening this stance, the Philippine Maritime Zones Act and President Ferdinand Marcos Jr.'s executive order of March 2026 on place names reinforce the country's legal and administrative framework for its maritime territories, clarifying its territorial claims.

Secretary Teodoro previously suggested that officials who promote pro-Beijing stances should consider resigning from their positions. He emphasized that all officials are obligated to uphold Philippine law and national interests, particularly concerning territorial integrity.

Teodoro argued that disagreement with national policy should not lead to the advancement of foreign claims or narratives that undermine the country's sovereignty in the West Philippine Sea.

Vice President Sara Duterte has publicly challenged Secretary Teodoro to provide transparency regarding his allegations. She demanded that he name the suspected officials involved in receiving Chinese support. Duterte warned that vague accusations could cast undue suspicion on all members of the government and undermine public trust.

Her call for clarity highlights the political sensitivity of the issue and the potential for widespread implications if concrete evidence is not presented.

Secretary Teodoro defined the standard for investigating officials, asserting that the Department of National Defense (DND) operates on objective criteria. He stated that the DND does not use any other standard when dealing with cases that could impact the reputation of citizens.

Teodoro cited an objective test based on adherence to Administrative Order No. 29 as the benchmark for evaluation. The DND maintains that these set criteria are crucial for protecting citizens' reputations while conducting thorough investigations. Teodoro clarified, "The DND works on objective criteria and no other standard in cases involving the reputation of our citizens."
