Marcos Warns Amid Increased Chinese Coast Guard Patrols

China has escalated its Coast Guard operations around Scarborough Shoal, a critical flashpoint between Beijing and Manila in the South China Sea. On August 30th, the China Coast Guard conducted what Beijing termed "law enforcement patrols" in the territorial sea of Huangyan Dao. Chinese authorities confirmed that patrol activity around the shoal had been reinforced throughout August, with Coast Guard vessels aiming to assert greater control and respond to perceived violations of Chinese maritime rights.

Footage accompanying the August 30th operation displayed several China Coast Guard vessels moving in formation while crews performed maritime enforcement exercises. These activities included routine patrols, interception procedures, blocking maneuvers, and preparations for driving away foreign vessels from areas Beijing claims around the shoal. Chinese authorities presented this operation not as an isolated incident, but as part of a continuous effort to maintain a regular Coast Guard presence around Scarborough Shoal.

Law enforcement officer Wan Shan, aboard the China Coast Guard vessel, stated that "Shibi Associate been thanking a regular Coast Guard vessel. We have been conducting regular and uninterrupted patrols in the territorial waters of China's Hong Yand Dao and the surrounding areas." Chinese crews have also expanded their use of unmanned aerial vehicles for reconnaissance, providing Coast Guard units with an additional means of monitoring activity around the Shoal. This combination of ships, surveillance aircraft, and drones reflects Beijing's broader strategy to maintain maritime domain awareness around Scarborough Shoal and to react swiftly when Philippine government vessels approach waters claimed by China.

Developments reported by the Philippines on September 1st indicate that the Chinese presence extends beyond a single Coast Guard patrol. The Armed Forces of the Philippines (AFP) reported monitoring 56 Chinese Coast Guard and People's Liberation Army Navy (PLAN) vessels across four major areas of the West Philippine Sea during August. This figure marks an increase from the 48 Chinese vessels monitored in July. According to the Philippine military, Bajo de Masinloc (the Philippine name for Scarborough Shoal) exhibited the largest Chinese presence among the four monitored locations, with 23 Chinese vessels recorded.

Ayungin Shoal accounted for 18 Chinese vessels, Escoda Shoal for nine, and the area around Pag-asa Island for six. These numbers contextualize the August 30th patrol, revealing that Chinese maritime activity around Scarborough Shoal is a continuous pattern rather than a temporary deployment. The China Coast Guard had already conducted specialized enforcement drills near the shoal on August 1st. According to China's Ministry of National Defense, these exercises included visit, board, search, and seizure drills.

China Coast Guard spokesperson Zhang Lu stated that Beijing intended to strengthen law enforcement and control operations around the area. For Manila, this type of training is particularly sensitive because Philippine government vessels and fishermen have repeatedly encountered Chinese ships around the shoal. Scarborough Shoal lies approximately 120 nautical miles west of the Philippine island of Luzon and has historically been used by Filipino fishermen. China refers to the feature as Huangyan Dao, while the Philippines calls it Bajo de Masinloc or Panatag Shoal. Both governments claim sovereignty over the feature, with neither showing any sign of backing down.

Beijing maintains that Huangyan Dao is an inherent part of Chinese territory and asserts that its Coast Guard possesses the legal authority to conduct patrols and enforcement measures there. China reiterated this stance in late July, rejecting Philippine efforts to formally delimit maritime zones around Bajo de Masinloc, describing the Philippine move as illegal. Manila holds the opposite position, having formally incorporated Bajo de Masinloc into its maritime legal framework. Under the Philippine Maritime Zones Act, the territorial sea of Bajo de Masinloc is included within the areas collectively identified by Manila as the West Philippine Sea.

Philippine law also provides for maritime zones around territories over which the Philippines claims sovereignty or jurisdiction. The legal dispute gained a new dimension this year when the Philippines submitted a chart to the United Nations setting out baselines and the outer limits of the territorial sea and contiguous zone claimed by Manila around the feature. United Nations records show the Philippine deposit was formally recorded on May 15th.

China rejected the Philippines' UN filing, highlighting how the confrontation is increasingly waged not only at sea but also through competing legal measures and diplomatic filings. A crucial legal precedent remains the 2016 South China Sea arbitration, initiated by the Philippines. The tribunal did not determine sovereignty over Scarborough Shoal, as that question was outside its scope. However, it made several findings central to Manila's position, concluding that Scarborough Shoal is a naturally formed high-tide feature capable of generating a territorial sea.

More broadly, the tribunal found no legal basis for China to claim historic rights to resources within areas of the South China Sea beyond the maritime entitlements allowed under the United Nations Convention on the Law of the Sea. The tribunal also addressed fishing rights at Scarborough Shoal, finding that fishermen from several countries, including the Philippines and China, had traditionally used the shoal. It concluded that traditional artisanal fishing rights remain protected and determined that Chinese government vessels had unlawfully prevented Filipino fishermen from exercising these rights during significant periods.

The Philippines, under President Ferdinand Marcos Jr., continues to consider the arbitration award an important legal foundation for its maritime position. These competing interpretations have repeatedly led to confrontations on the water. In July 2023, tensions around Scarborough Shoal sharply rose when Philippine authorities accused China Coast Guard vessels of using water cannons against Philippine government ships on consecutive days. Philippine vessels were supporting fishermen and conducting government missions near the shoal when the confrontations occurred.

Rear Admiral Jay Tarriela of the Philippine Coast Guard stated that the PCG "strongly condemns the dangerous and unprofessional actions of the China Coast Guard." China, however, presented a very different account. Beijing asserted that Philippine vessels had illegally entered waters around Huangyan Dao and that Chinese forces had imposed "necessary control measures." These opposing narratives have become a common feature of South China Sea incidents, with nearly every major confrontation followed by conflicting reports.

In Manila, operations are described as lawful activities occurring within areas where the Philippines possesses sovereignty, sovereign rights, or internationally recognized fishing rights. Beijing, conversely, accuses Philippine vessels of intrusion and portrays Chinese Coast Guard actions as legitimate law enforcement. The situation around Scarborough Shoal is particularly challenging because physical control and legal claims do not fully overlap. China has maintained a persistent Coast Guard presence around the shoal since 2012.

The Philippines, nevertheless, continues to send Coast Guard vessels, fishery ships, and fishermen into the area, insisting that the Chinese presence cannot extinguish Philippine rights. President Ferdinand Marcos Jr.'s administration has maintained this policy while expanding the Philippines' maritime partnerships and Coast Guard capabilities. On September 1st, Marcos urged newly promoted Philippine Coast Guard flag officers to fulfill their expanded responsibilities in protecting Filipinos in the country's waters. At the same time, Manila has clearly stated its desire to avoid conflict with China, creating a delicate balance. Philippine vessels continue operating in contested waters to prevent China's presence from becoming unchallenged, while Chinese ships regularly intercept, shadow, or block them.

Each encounter carries a risk that aggressive maneuvering, water cannon use, or a navigational miscalculation could lead to a serious collision. The growing and accompanying presence of Chinese naval vessels adds another layer of concern. Philippine monitoring figures for August show that People's Liberation Army Navy (PLAN) ships were present in several contested areas. Around Bajo de Masinloc alone, Manila reported nine Chinese naval vessels during the month. While this does not mean all these ships were continuously present together, it demonstrates the scale of China's deployment.

Currently, there is no indication that either country is preparing to abandon Scarborough Shoal. China is signaling that its patrols will remain regular, increasingly organized, and supported by expanded surveillance. Its August operations included not only routine Coast Guard navigation but also drills involving interception, boarding, and forced towing. Meanwhile, the Philippines is continuing maritime patrols to uphold its claims and ensure access to the disputed waters. This means the dispute is unfolding on multiple fronts simultaneously, involving Coast Guard ships confronting each other at sea, aircraft and drones monitoring the area from above.

Governments are issuing rival legal arguments, and both sides are using patrols to demonstrate that they have not surrendered their claims. Scarborough Shoal may be geographically small, but its political significance is much larger. For China, maintaining control around Huangyan Dao supports Beijing's broader assertion of authority in the South China Sea. For the Philippines, continued access to Bajo de Masinloc is tied not only to sovereignty but also to the livelihood of its fishermen and national pride. The August 30th Chinese patrol, therefore, represents more than just another group of Coast Guard ships passing through disputed waters.

Combined with intensified Chinese enforcement drills, recent water cannon confrontations, and the Philippine military's latest figures showing dozens of Chinese vessels operating across the West Philippine Sea, the patrol reflects a contest that remains active and increasingly persistent. Neither Manila nor Beijing appears willing to retreat. As Chinese Coast Guard vessels continue their patrols around Scarborough Shoal while Philippine ships and fishermen continue operating in the same waters, the possibility of another confrontation remains very high.
