Philippines Warns China's New Defense Law Could Escalate Sea Tensions

Philippine security officials warned that pressure could become more complex after Beijing's revised national defense mobilization law takes effect on October 1. The immediate trigger is the September 18 incident in waters west of Palawan.

The vessels involved were the Philippine Bureau of Fisheries and Aquatic Resources vessel BRP Datu Magat Salama and China Coast Guard vessel CCG 21585. A recent confrontation there has renewed concern in the Philippines over China's increasingly assertive maritime activities.

According to the Philippine Coast Guard, the Chinese vessel first crossed the stern of BRP Datu Magat Salama at around 11:04 in the morning, coming within roughly 10 meters of the Philippine ship. Nine minutes later, Philippine officials said CCG 21585 repeated the maneuver while the fisheries vessel maintained its course. This time, the two ships made contact.

After the collision the Chinese vessel passed only about 5 meters behind the Philippine ship. The account comes from the Philippine Coast Guard.

The 54-nautical-mile distance off Palawan is consistent with the location described by the National Intelligence Coordinating Agency.

The conflicting accounts reflect a wider disagreement between Manila and Beijing over maritime rights, jurisdiction and control in parts of the South China Sea. The maritime dispute is not simply about what happened during one encounter.

External pressure should be answered proportionately without unnecessarily pushing the dispute toward armed escalation. That balance — defending maritime rights while preventing individual confrontations from turning into a wider conflict — is described as likely to remain one of the Philippines' most difficult national security challenges in the years ahead.
