Philippines Expands Islands in Disputed Sea

Monitoring specifically focuses on Pag-asa and Lawak Islands, where the Philippines is actively improving its logistical capability for personnel and supplies.

This construction primarily centers on these two key features within the Spratly Islands, a highly contested archipelago.

Pag-asa Island is the largest island controlled by the Philippines within the Spratlys and is unique as the only Philippine-administered feature with a permanent civilian community. This dual-purpose role establishes it as both an administrative and military center in the contested waters.

Its strategic importance is magnified by the fact that it is claimed by multiple parties, including the Philippines, China, Taiwan, and Vietnam.

The Philippine government has allocated substantial funds for these infrastructure projects, earmarking approximately 1.65 billion Philippine pesos for the Pag-asa airport development. An additional 300 million pesos has been designated for the sheltered port project on Pag-asa.

Plans include extending the Pag-asa runway from its current 1.3 kilometers to 1.5 kilometers, while Lawak Island is also set to receive a significant boost with a 1.08 billion pesos port project.

Satellite imagery captured on August 14th and analyzed by Jane's confirms that the construction of the new sheltered harbor on Pag-asa has been largely completed. This enclosed harbor basin is situated on the northwestern side of the island.

The harbor appears to be either fully operational or very close to it, alongside visible land reclamation efforts at the end of the runway, indicating further expansion.

The new sheltered harbor provides Philippine vessels with a more secure location for essential loading, unloading, and resupply operations, addressing previous challenges posed by shallow reefs that hindered safe docking. Historically, the limited runway length also restricted the types and operations of aircraft that could use the facility.

These upgrades offer increased flexibility for transporting personnel and equipment, significantly enhancing the Philippines' ability to maintain a sustained presence in the region.

The strategic placement of Pag-asa Island near the Chinese-controlled Subi Reef underscores the geopolitical tensions driving these infrastructure improvements. This close proximity often leads to routine operational interactions between the forces of both nations.

Harrison Pratt of AMTI directly links these projects to regional tensions, emphasizing that the ability to maintain a consistent presence is essential for the Philippines in this disputed area. He notes, "If you look at improvements to the runway at Pagasa Island, it makes sense."

Supply missions to the Philippine outpost at Ayungin Shoal, where the BRP Sierra Madre has been grounded since 1999, have become increasingly contentious. Since around 2021, Chinese Coast Guard vessels have escalated their interference, frequently attempting to block or obstruct these crucial resupply efforts.

This ongoing tension reached a serious turning point in June 2024 with a notable confrontation, highlighting the risks involved in these missions. Despite the heightened incidents, there remains a provisional arrangement regarding humanitarian missions.

However, the pattern of interference from Chinese vessels, including the use of water cannons and dangerous maneuvers, continues to challenge the Philippines' ability to sustain its presence at the outpost. The confrontations underscore the broader struggle for sovereignty and control over strategic maritime routes and resources in the South China Sea.

The Philippines maintains that its actions are within its sovereign rights and are necessary to support its personnel stationed on the BRP Sierra Madre.
