China Fires Flares at Unarmed Philippine Coast Guard Aircraft

This incident, reported by the Philippine Coast Guard (PCG) on September 10, occurred near Zamora and Panganiban reefs.

This confrontation took place during a routine maritime domain awareness flight conducted by the PCG.

The aerial encounter at Zamora and Panganiban reefs involved radio warnings issued by Chinese forces, which were then followed by the discharge of flares. These flares were directed toward the Philippine aircraft.

Despite the deployment of flares, no damage or injuries to the Philippine aircraft or its crew were reported.

The Philippine Coast Guard (PCG) crew conducting the maritime domain awareness operations also challenged the legality of China's presence during the flight.

Gilgavin stated, "The PCG does not need to characterize this behavior," indicating a focus on the factual reporting of the incident.

These reefs are recognized as long-established Chinese-controlled outposts, although no vehicular movement was observed on the reclaimed islands during the flight itself.

The 2016 South China Sea arbitration classified both Subi Reef and Mischief Reef (referred to as Zamora and Panganiban reefs) as low-tide elevations. According to this ruling, such features do not independently generate their own territorial seas, exclusive economic zones, or continental shelves.

The 2016 arbitration award specifically determined that Panganiban Reef lies within the Philippines' exclusive economic zone, affirming Manila's sovereign rights there. However, China has consistently rejected this 2016 arbitration award, maintaining that the tribunal lacked jurisdiction over these features.

Beijing’s stance undermines the legal framework established by international law regarding maritime claims in the region.

The September 2026 incident echoes a similar confrontation that occurred only months earlier, on April 9, 2026, when Chinese forces also fired flares during another Philippine Coast Guard (PCG) maritime domain awareness flight around Zamora and Panganiban reefs. Rear Admiral Jay Tarriela labeled the April incident a deliberate act of intimidation, highlighting a pattern of aggressive behavior.

These recurring incidents underscore the escalating tensions in the West Philippine Sea and pose ongoing risks to aviation safety. The PCG recently activated a dedicated Coast Guard district in the Kalayaan Island Group, signaling increased Philippine presence and monitoring in the disputed region.

This pattern of harassment complicates efforts to maintain peace and stability, as both sides continue to assert their claims and conduct operations in the contested waters.
