Philippines Files Scarborough Shoal Chart with UN, China Responds with Warships

Ambassador Enrique Manalo led the delegation in submitting Chart No. 1567, titled 'Bajo de Masinloc', which details the contested feature and its surrounding maritime zones.

"On 29th of July 2026, Manila formally deposited its official nautical chart of the contested feature and its surrounding maritime zones with the United Nations Secretariat."

This formal deposit was executed under Article 16 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS). This article mandates coastal states to publicly register official charts or lists of geographical coordinates that define their maritime boundaries.

Within 48 hours, on July 31, 2026, China's foreign ministry issued a strong condemnation of the Philippine filing. Beijing declared Manila's claimed baselines as illegal and invalid, asserting that the filing constituted a serious violation of China's territorial sovereignty over the shoal.

"On 31st July, China's foreign ministry said it firmly opposed and would never accept the Philippine baselines, calling them illegal and invalid and describing the filing a serious violation of Chinese territorial sovereignty."

The Scarborough Shoal, located approximately 220 kilometers west of Luzon, is a reef and lagoon system, not a permanently inhabited island. China has maintained an effectively continuous Coast Guard presence there since a tense standoff in 2012.

While the tribunal lacked jurisdiction over territorial sovereignty and therefore did not determine ownership of the Scarborough Shoal, its ruling still had significant implications.

"It did not decide which country holds sovereignty over Scarborough Shoal because territorial sovereignty fell outside the tribunal's jurisdiction. What it did decide was still enormous."

Recent incidents on July 23-24 involved the China Coast Guard using water cannons against Philippine vessels carrying fuel and food for fishermen in the Scarborough Shoal area. The Philippine Coast Guard reported one instance where a Chinese vessel closed to within 7 meters of a Philippine fisheries boat.

"The PCG strongly condemns the dangerous and unprofessional actions of the China Coast Guard."

Beijing asserts that Philippine vessels illegally entered its waters, maintaining that its actions are lawful control measures. This stance highlights a fundamental disagreement between the two nations, as both operate under contradictory government instructions concerning maritime authority in the same contested area.

"The Philippines must immediately stop infringing upon China's rights and stop provocations and publicity stunts."

The sequence of events clearly linked Manila's action to China's reaction.

"The sequence was hard to miss. The Philippines filed its chart. China rejected it and Chinese forces then demonstrated their operational presence on the water."

This increased assertiveness, combined with close encounters at sea, elevates the risk of miscalculation.

"A vessel closing to 7 meters, a water cannon strike, an injury, or one miscalculation by a captain could force senior officials to react under intense domestic pressure."

The UN filing by the Philippines, while not a final judgment on ownership, gives formal international publicity to Manila's description of its claimed baselines and maritime zones. China's rejection of this filing aims to prevent any action that might undermine its own extensive maritime assertions.

"What it achieves is narrower, but still consequential. It gives formal international publicity to Manila's description of the baselines and maritime zones it claims."
