Philippines Acquires 45 French, Japanese Ships

The Philippine Coast Guard is undergoing its most significant expansion in history, a strategic effort to enhance its maritime presence across the nation's 7,000 islands. This modernization drive aims to build a larger, faster, and more sustainable maritime force capable of addressing diverse challenges. French shipbuilder OCEA confirmed on May 22, 2025, that it secured a contract with the Philippine Department of Transportation for 40 FPB 120 MKII fast patrol boats. Each of these vessels measures approximately 35 meters in length, designed for versatile missions. This significant deal also encompasses integrated logistics and comprehensive maintenance services to support the new fleet.

The project with OCEA is valued at 25.8 billion pesos, marking it as the largest single purchase in the history of the Philippine Coast Guard's modernization efforts. Admiral Ronnie Gil Gavan described the deal as a "gamechanger" for the force. The investment is not merely for the vessels themselves but includes a comprehensive, long-term support system, indicating a focus on sustainability beyond initial acquisition.

The 35-meter French-designed FPB 120 MKII fast patrol boats are built for a wide array of versatile missions. These include territorial and offshore surveillance, combating smuggling and illegal immigration, controlling vessels at sea, and executing search and rescue operations. The vessels are capable of speeds between 28 and 35 knots, enabling rapid response across the Philippine archipelago and reducing the reliance on larger, offshore vessels for immediate interventions.

The acquisition strategy aims to achieve a more geographical distribution of the Coast Guard's power, moving away from concentrating maritime capabilities solely around Manila or a limited number of major bases. The new patrol vessels can be distributed among various coast guard districts across the country, positioning them closer to areas frequently affected by illegal fishing and piracy. The contract with OCEA specifies that 20 of the 40 new vessels will be built in France, while the remaining 20 are planned for local construction or assembly within the Philippines. This program specifically aims to enhance the Coast Guard's capabilities for offshore and coastal incident response, providing longer endurance for critical missions.

The Japanese-supported program for the Philippine Coast Guard has evolved through several phases, starting with the provision of 10 44-meter multi-role response vessels in its first phase. Phase two introduced the larger 97-meter BRP Teresa Magbanua and BRP Melchora Aquino. The overall goal for this program is to achieve a total fleet of seven 97-meter class vessels, significantly increasing the Coast Guard's capabilities for extended operations.

Large vessels, such as the 97-meter multi-role response vessels, offer significant strategic advantages for the Philippine Coast Guard. They possess increased capacity for carrying more personnel and supplies, enabling them to operate farther from shore for extended periods.
