Philippines Confronts Chinese Warships Near Escoda Shoal

The day aboard the BRP Diego Silang began quietly before sunrise, with the crew moving through the warship's passageways. The Chinese voice, slow and deliberate, conveyed a message that seemed routine, asserting, "Philippine warship 07, Philippine warship 07. This is Chinese Navy warship 536." The Chinese warship, identified as a Zuchong type 054A frigate, also known as the Dang Kai 2 by NATO, then laid claim: "China has indisputable sovereignty over Nanchon and its adjacent waters, including Shian Bin Xiao. State your intentions and your next moves and alter your course to port over our warship 536."

The Chinese warship 536's phrase, "indisputable sovereignty," is central to Beijing’s stance in these waters and is repeated in nearly every encounter. The Philippine frigate responded with equal formality and steadfastness: "China Navy 536, this is Philippine Navy Warship 7. You are sailing within the Philippine exclusive economic zone and Kion Island Group. You are directed to provide the following. Your name of vessel, your intention, your last and next port of call over the Chinese ship repeated." This exchange underscored the fundamental disagreement regarding the legal status of the waters.

The Chinese vessel reiterated its claim word for word: "Sovereignty, alter course to port, leave immediately." In response, the Philippine bridge escalated its stance, not in volume, but by invoking international law. The BRP Diego Silang stated, "China Navy 536. This is Philippine Navy Worship 7. You are within the Philippine Exclusive Economic Zone and Colia Island Group. You are a state party to the United Nations Convention on the Law of the Sea. Your statements and actions are illegal and are threats to Philippine National Security over." This three-sentence message on an open radio channel encapsulated Manila's entire argument.

Manila's argument is rooted in the United Nations Convention on the Law of the Sea (UNCLOS), a treaty China itself signed, and a 2016 arbitral ruling that invalidated China's expansive claims. Escoda Shoal, being a low-tide feature, cannot legally be claimed for sovereignty under maritime law. The situation quickly evolved beyond a two-ship conversation as another challenge was issued, this time to a different hull: "Pla Navy 170, this is Philippine Navy Warship 7. Hull 170 was identified as Alanzo, a Type 052C destroyer from the Loyang 2 class, a more formidable vessel than the Diego Silang. Following this, tracking calls began, shifting the atmosphere on the bridge from formal to operational. Contacts were identified, including a China Coast Guard vessel bearing 275 degrees, 16 nautical miles away, tracking at 060 degrees at 13 knots. Another contact was spotted four points off the port bow, 9 nautical miles out, moving at 24 knots, with a closest point of approach of 4.9 nautical miles and a bow crossing range of 16 minutes.

The Philippine vessel concluded its reply by stating, "Stay clear from our passage in accordance with the collision regulations over." This final line is particularly significant; by invoking the international Collision Regulations (COLREGs), the Philippine ship refused to acknowledge the encounter as a sovereignty dispute. Instead, it treated the situation as ordinary maritime traffic between professional mariners, implying that standard road rules of the sea should apply. This is China Coast Guard 433. China has indisputable sovereignty over Nancha and its adjacent waters, including San Benjao. Your vessel is not allowed to enter the waters of Shen Bingjao. Alter your course to port immediately and leave these waters." This highlights Beijing's strategy of using both Navy (gray hulls) and Coast Guard (white hulls) vessels, a tactic known as 'grayzone coercion.'

The use of white-hulled Coast Guard vessels allows China to apply steady pressure while maintaining that no military action is occurring, a strategy analysts call "grayzone coercion." By the end of the day, approximately five Chinese vessels from both the Navy and Coast Guard were trailing the Philippine ships. The commanding officer of the Diego Silang noted that the Chinese vessels were attempting to outmaneuver them and force them off their intended track. The lineup included a Loyang-class guided-missile destroyer and a Coast Guard vessel shadowing the BRP Teresa Magbanua.

This was not a solo Philippine patrol but the 19th multilateral maritime cooperative activity, involving American and Australian forces, including the USS Santa Barbara and the Australian replenishment ship HMAS Supply. The American vessel was escorted by a Chinese corvette. Despite the shadowing by Chinese ships, which did not physically interfere, the planned drills proceeded. When asked about being outnumbered five to one in their exclusive economic zone, the commanding officer of the BRP Diego Silang stated it did not matter if it was one against four, five, or 100. He also noted that such encounters were not isolated, citing similar shadowing during previous deployments and exercises by Chinese Navy and Coast Guard ships. Zooming out, the pattern of Chinese Coast Guard activity near Scarborough Shoal has reached unprecedented levels. Independent analysis for the first six months of 2026 revealed 933 ship-days logged by Chinese Coast Guard vessels, a significant increase from 1999 for all of 2025, which was already more than double the previous year. Monthly averages jumped from 90 to 156 ship-days, peaking above 200 in May. Manila has countered this by increasing its own Coast Guard and fisheries patrols by over 40% year-on-year.

During that six-month period, Chinese and Philippine vessels were observed interacting near the shoal on 112 days. Interestingly, the Philippine military's weekly count for August 18th to 24th reported 16 Chinese vessels across four features but no Chinese warships. The military indicated it needs a longer timeframe to assess the implications.
