Japan Arms Philippines, Beijing Raises Concerns

Japan's naval expansion is part of a broader security realignment across the Western Pacific, drawing in the Philippines, the United States, and Australia. These nations are consistently strengthening connections between their armed forces, leading to growing unease from Beijing. Tokyo's strategic shift marks a move from a focus on local defense to a more comprehensive regional security coordination.

Japan's naval modernization program centers on the Mogami-class frigate, designed for high automation and smaller crews. The ninth Mogami-class frigate, JS Notori, was commissioned on May 21, 2026, followed by the tenth, JS Nagara, on June 29, 2026. This rapid commissioning, with a gap of just five weeks, signifies Japan's accelerated efforts to modernize its fleet.

The Mogami-class frigates are designed for substantial combat power while operating with significantly smaller crews, typically around 90 personnel, which is roughly half the crew size of a conventional Japanese destroyer. These vessels displace approximately 3,900 tons standard and around 5,500 tons at full load. Australia has committed to acquiring 11 upgraded Mogami-class general-purpose frigates, marking a significant step in regional defense exports. Japan is not transferring new Mogami-class frigates to the Philippines, as some viral claims suggested. Instead, defense discussions with Manila involve providing older Abukuma-class destroyer escorts, TC90 aircraft, radars, training, maintenance, and other forms of assistance. This year, Japan has also moved to scrap its ban on lethal weapons exports, indicating a broader shift in its defense policy, with a focus on training and reciprocal logistics with its partners.

A series of legal agreements between Japan and the Philippines has officially facilitated deeper military cooperation since 2025. The Reciprocal Access Agreement (RAA) became effective on September 11, 2025, streamlining visits and exercises between their forces. Subsequently, the Acquisition and Cross-Servicing Agreement (ACSA) formally took effect on August 22, 2026, which covers the reciprocal supply of goods and services between the two nations' armed forces.

Japan's role in the Philippines has evolved from mere observation to active participation in combat exercises. During Balikatan 2026, Japan deployed approximately 1,400 troops to the Philippines, marking the first time Japanese combat forces have actively taken part rather than merely observing. The exercise itself involved 17,000 personnel from seven nations, highlighting the scale of the multinational cooperation.

Tokyo's military contribution to the Philippines includes a range of hardware beyond just warships. This support encompasses a C130 transport aircraft, a US2 rescue aircraft, and the ground self-defense forces Type 88 surface-to-ship missile system. These provisions enhance the Philippines' defense capabilities across air, sea, and land operations.

On May 6, a historic military drill took place in Northern Luzon, where Japanese Defense Minister Minoru Kihara and Philippine Defense Secretary Gilberto Teodoro Jr. observed the first live firing of Japan's Type 88 system on Philippine soil. The target was the decommissioned BRP Quezon, located 75 kilometers offshore. This event marked the first time Japan had fired an offensive missile on foreign territory since the end of the Second World War.

Beijing has strongly condemned Japan's deepening military cooperation, particularly its offensive missile firing on foreign soil. China's foreign ministry spokesperson Lin Jian criticized the move, claiming Japan is violating its defensive posture. Beijing referenced Japan's historical militarist aggression, urging deep reflection on its past and prudence in military and security areas.

On May 28, President Ferdinand Marcos Jr. met Prime Minister Fumio Kishida in Tokyo during a state visit, where the two governments elevated their relationship to a comprehensive strategic partnership. This diplomatic advancement initiated negotiations on the protection of classified military information. Philippine Defense Secretary Gilberto Teodoro Jr. confirmed that the Philippines expects to receive five retired Abukuma-class vessels from Japan. While the delivery timeline is estimated at two to three years, Japan's defense ministry, on July 10, stated that discussions are ongoing regarding specific details, including the exact number of vessels and the timing of their transfer, indicating a more cautious approach from Tokyo.

Tokyo has approved 900 million yen in official security assistance to the Philippines, earmarked for boat houses and slipways that will serve the Philippine Navy's rigid hull inflatable boats. This support extends to bolstering Philippine maritime surveillance capabilities through radar systems and related assistance. The overarching goal is to improve interoperability and coordination between the two nations' forces, particularly in the contested South China Sea.

On July 20, Philippine and Chinese personnel clashed near Second Thomas Shoal, which the Philippines refers to as Ayungin, close to the grounded outpost BRP Sierra Madre. During the confrontation, a Filipino sailor was reportedly struck by a wooden baton. Beijing, however, claimed that the Philippines attempted to ram a patrol boat. Both nations subsequently summoned ambassadors following the incident, escalating diplomatic tensions.

Manila is employing a two-track strategy to navigate regional tensions: simultaneously building its defense capabilities and forging international partnerships, while also keeping diplomatic channels open. President Marcos has indicated a willingness for a diplomatic reset, even during periods of high tension. This approach aims to strengthen the Philippines' position through alliances while leaving room for peaceful resolution.

Viral claims suggesting that President Xi Jinping personally declared himself furious over Japan supposedly handing new Mogami-class frigates to the Philippines lack verified public evidence. This version of events conflates two separate matters. Firstly, Japan has not transferred any Mogami-class frigates to the Philippine Navy. Secondly, official Chinese responses to Japan's defense cooperation have consistently come through the foreign ministry, not via personal statements from President Xi.

Japan's current defense cooperation efforts signify a dual transformation: modernizing its own fleet with automated, multi-mission hulls, and simultaneously becoming willing to export technology, transfer equipment, and operate alongside regional partners. While retired Abukuma-class escorts help Manila expand its fleet numbers, the cooperation also extends to radar, infrastructure, training, and broader logistics agreements. This comprehensive approach strengthens regional security ties.

The long-term impact on regional power dynamics will not be determined by the transfer of individual assets but by the cumulative effect of ongoing cooperation. A single ship cannot shift the balance of power on its own. Instead, the real weight lies in the accumulation of surveillance capabilities, improved access arrangements, logistical agreements, joint exercises, information sharing, defense exports, and the increased ability of multiple militaries to coordinate effectively in a crisis. Beijing, Manila, Tokyo, Washington, and Canberra are all closely observing these converging variables.
