U.S. Re-evaluates Japan as Key Partner, Shifts Focus from North Korea to China Containment

The United States is shifting its strategic focus from primarily North Korea to China. Amidst this change, U.S. domestic skepticism is growing regarding how effectively South Korea can contribute to U.S. efforts to contain China. While the U.S. condones Japan's military buildup, it is wary of Japan's military power growing indefinitely to the point where it could threaten the U.S. itself. This U.S. stance creates a strategic dilemma for Japan's military strength. As Japan's military posture shifts from defense-oriented to one with offensive capabilities, North Korea feels a strong sense of crisis. Dr. Lee Chun-geun explained, "Until now, North Korea was seen as an attacker and Japan as a defensive nation, but now Japan is saying, 'I can hit you too,' and is even conducting drills where it fires weapons that can do so." Indeed, Japan is demonstrating its transformed military capabilities, showcasing examples of operating anti-China strike missiles in exercises with countries like the Philippines. Japan's rearmament and acquisition of offensive weapon systems are causing significant strategic instability for North Korea.

The U.S.-Japan alliance is undergoing a qualitative transformation, moving beyond Japan's past constraint as a nation renouncing war. Dr. Lee Chun-geun stated, "The U.S. had previously restricted Japan from waging war, but now it's saying, 'Now you can wage war too. Now you can shoot.'
