Project Vault Won't Solve U.S. Mineral Dependence

The project seeks to secure access to these critical resources by building up reserves within the United States.

Peter Zeihan explained that the program aims to address the nation's reliance on foreign sources for essential components. "Project Vault is something that was set up by the Trump administration back in February with a couple billion dollars to purchase things like rare materials."

Many critical materials essential for the digital age, such as rare earths and gallium, are typically byproducts of other materials processing. These elements are often extracted during processes like silver mining or aluminum smelting, rather than being the primary targets of mining operations. The current U.S. strategy, as highlighted by Project Vault, involves importing waste from foreign processing to acquire these materials.

Peter Zeihan noted this fundamental characteristic of critical material extraction. "Most of the materials that we need for the digital age, things like rare earths for example, or gallium, are byproducts of other materials processing."

Simply stockpiling raw waste materials, as Project Vault aims to do, does not address this fundamental lack of domestic processing capacity. The problem extends beyond mere acquisition of materials; it's about the ability to refine them into usable forms.

Peter Zeihan emphasized this global dependency: "The problem that the world faces right now is 70% on average of critical materials processing is done in China." Until the United States establishes its own robust refinement infrastructure, its dependency on China for critical materials will persist, regardless of the size of its raw material reserves.

Building a supply chain free from Chinese dominance requires strategic partnerships with countries possessing robust mining sectors. Peter Zeihan identified three key nations for this endeavor: Canada, Australia, and Brazil. Canada and Australia both have well-established mining industries and are considered reliable partners for material security. However, Brazil presents a challenge, as current diplomatic relations are at a historic low, complicating potential cooperation. Securing access to raw materials from these nations would be crucial for diversifying the supply chain away from China.

Simply increasing mining output or stockpiling materials is insufficient without active diplomatic efforts to secure these resources from international partners. Failure to engage effectively with key resource-rich countries will maintain the current dependence on China, regardless of domestic initiatives like Project Vault. Peter Zeihan described Project Vault as merely a "baby step" when compared to the broader strategic needs for achieving material independence.

He concluded that without diplomacy, other efforts are largely insignificant. "Without a little bit of diplomacy to secure some of these things, the rest of it's kind of a rounding error and just continues with the Chinese pendants that supposedly we want to break so badly."
