Kim Seung-won Candidate Accused of Family Cooperative Manipulation

It was based on the fact that the director, teachers, and part-time workers were all taken on by Kim's spouse and their two children.

The cooperative was selected as a voucher service provider just three months after moving to Suwon in January 2022, receiving a total of 880 million won. The cooperative paid 330 million won through hiring family members and annual salary increases of 30%.

Rep. Joo Jin-woo revealed that evidence of evaluation manipulation was found during the selection process for the Korea Child Development Social Cooperative. The basis for this is that the institution, despite being new and having only moved to Suwon three months prior, was given 5 points for reappointment.

It was also confirmed that the cooperative, which did not secure substitute personnel, received a perfect score, and despite installing facilities after the business selection deadline, it received a perfect score in the safety category. In contrast, competing companies were deliberately given low scores and eliminated.

An analysis showed that if the evaluation had been fair, the Korea Child Development Social Cooperative's quantitative score would have been 11.25 points lower, dropping from 66.25 points to 55 points. This suggests that manipulation occurred by lowering the scores of competing companies and raising those of the family cooperative.

It was also revealed that in the qualitative evaluation, the cooperative received scores 40% higher than its competitors, supporting the claim of overall distortion in the evaluation results.

Rep. Joo Jin-woo demanded that if the improper designation of Kim Seung-won's family corporation is confirmed, the designation should be canceled and the improperly received voucher funds recovered. This emphasizes action in accordance with relevant laws and regulations.

Furthermore, he announced plans to criminally prosecute Suwon City's evaluators for embezzlement of state funds and abuse of power, urging Kim Seung-won's immediate resignation.

This suggests serious problems regarding the legality of the facility.

Analysis of the submitted document evaluation data reconfirmed that the Korea Child Development Social Cooperative was unfairly selected despite competition. The unfairness of the evaluation process was once again emphasized.

Rep. Joo asserted that various illegal and improper acts collectively resulted in preferential treatment for candidate Kim Seung-won's family cooperative, demanding thorough fact-finding and punishment for those responsible.
